Anyone who self-identifies as a member of “Islamic Jihad” is a fair target, as their stated goal is the elimination of Israel, or, as they call it, “the occupier” or “occupation entitiy,” & etc. Israel’s only obligation is to consider potential civilian casualties, and employ a deliberative process, in good faith, in determining whether the potential loss of civilians is outweighed by the intended benefit of attacking the military target.
